The Agnipath Scheme, which was introduced on June 14, 2022, for the recruitment of soldiers into the Indian armed forces, is exemplified by the case of Amritpal Singh. The purpose of this programme is to hire young people between the ages of 17.5 and 23 and give them a four-year term of employment with the prospect of keeping 25% of them for an extra 15 years. It’s crucial to remember that the Agnipath Scheme is only intended to recruit soldiers, not officers.
Amritpal Singh, who had been serving in a battalion of the Jammu and Kashmir Rifles in the Poonch sector, tragically took his own life on October 11. Unfortunately, he was buried in his home village in Punjab’s Mansa district without the traditional military ceremonies, which outraged people and raised concerns about how troops recruited through this programme were treated. The absence of an Army Guard of Honour during Amritpal Singh’s funeral services is at the centre of the controversy surrounding his death. This decision was made based on the fact that his death was self-inflicted and was supported by an existing policy.
But this has caused a lot of worry, especially among political figures and the soldier’s family. Chief Minister Bhagwant Mann expressed his shock and vowed to forcefully protest the national government’s refusal to allow a guard of honour. He declared that his government would treat Amritpal Singh as a national martyr regardless of the Army’s standpoint. Additionally, the state government has agreed to provide the soldier’s family with compensation of ₹ 1 crore in accordance with its policy.
Partap Singh Bajwa and Harsimrat Kaur Badal, two prominent opposition figures in Punjab, expressed shock at the lack of an army guard of honour at Amritpal Singh’s funeral. Rajnath Singh, the defence minister, has been urged to step in and make sure that all martyred troops, regardless of their enlistment process, receive military honours. Amrinder Singh Raja Warring, the head of the Punjab Congress, has questioned how the agnaveers are treated, highlighting the need for fair respect and appreciation of their sacrifices.
The Indian Army has offered its sympathies to the distraught family of Amritpal Singh in response to the escalating controversy. They have acknowledged that a court of inquiry is currently being held to learn additional information regarding the terrible events leading up to his death. The Army’s stance has emphasised that a long-standing policy is the basis for the absence of a guard of honour during Amritpal Singh’s funeral rites. According to the Army Order of 1967, regardless of the method of enlistment, deaths brought on by suicide or self-inflicted injuries are not eligible for military funerals.
According to the Army, since 2001, this policy has been routinely observed, and on average, 100–140 troops each year who die by suicide or self-inflicted injuries do not receive military funerals. However, they stress that the families are swiftly given financial aid and support for holding funerals. The Army has also emphasised how crucial it is to protect the families’ dignity and privacy during such challenging moments. They have reaffirmed their dedication to following established procedures and asked for everyone’s cooperation.
The controversy surrounding Amritpal Singh’s death emphasises the necessity for a thoughtful and sympathetic attitude to soldiers hired through the Agnipath Scheme. While certain procedures may be required by current policies, respect for a soldier’s sacrifice and dignity should always come first. It is crucial to strike a balance between following established procedures and taking into account the unique circumstances surrounding each soldier’s life and death. As the country mourns the unfortunate loss of Amritpal Singh, it serves as a reminder of the significance of continuously modifying and honing policies to recognise the service and sacrifice of all troops who devote their life to defending the nation.
