Canada and India have taken a significant step in resolving their recent diplomatic tensions by reinstating visa services for Canadian citizens. On Thursday (26/10/23), visa services are scheduled to recommence following a more than month-long halt. The improvement in strained ties between the two countries is indicated by this development, which is encouraging. According to reports, the initial restriction, which started on September 21, was implemented as a precaution due to worries about the safety and security of Indian diplomats and consular staff members in Canada. The decision to resume visa services was taken, nevertheless, because it seems that both nations have made progress in resolving these issues.

Four distinct categories of visas—entry, business, medical, and conference—will see the restoration of visa services. The Indian High Commission and consulates will continue to handle emergencies. Notably, this reinstatement does not apply to work, tourist, student, or film visas. After carefully examining the security situation and considering the recent actions taken by the Canadian authorities, this decision was made. The Indian High Commission in Ottawa recognised the initial justification for the suspension and underlined the significance of safeguarding the security and safety of its representatives and officials.

Concerns about pro-Khalistan groups that have been attacking Indian diplomats and embassies in Canada, however, still exist. These groups have planned events like automobile parades and put up posters calling Indian officials “enemies of Canada.” Indian diplomats and consular staff continue to be at risk from a limited number of hostile elements in Canada, which is the main source of the security threats. Sanjay Kumar Verma, India’s High Commissioner to Canada, voiced hope for a better security environment, which may lead to an easing of the requirements for Indian visas for Canadian nationals. Although Canada has made efforts to increase mission coverage and give Indian diplomats access to personal security details, these actions may not always signify a completely enhanced security environment for carrying out routine diplomatic and consular operations.

The unrest between the two nations that ensued after Canadian Prime Minister Justin Trudeau’s remarks in the House of Commons was the primary cause of the suspension of visa services. Credible allegations of a possible connection between Indian operatives and the assassination of pro-Khalistan activist Hardeep Singh Nijjar were mentioned by Trudeau. As a result, there were difficult relations between the two countries and reciprocal expulsions of ambassadors. British Columbia saw the death of Nijjar, a member of the pro-Khalistan organisation Sikhs for Justice (SFJ). Despite India’s accusations against him, no Canadian court has found evidence to support his claimed involvement in terrorism. Canada still hasn’t offered any proof that links India to the murder. A delicate and intricate diplomatic deadlock has resulted from this circumstance. 

The decision to start issuing visas again is a big step in the right direction for Canada-Indian diplomatic ties. It suggests a mutual commitment to working through problems and developing a more cordial rapport. Both nations intend to put the recent tensions behind them and deepen their relations in a number of areas, including trade and diplomacy, as soon as the visa services are restored.
